First, complete the "Where Winds Return to Celestial Realms" quest. This exploration quest, located in the Shores of Last Breath, is combat-focused and may take some time to finish. Completing this quest is crucial; the boss arena remains inaccessible otherwise.

Second, locate all Dream Patrols in the Shores of Last Breath. Completion isn't necessary; simply discovering them and having them appear on your map suffices. Upon discovering all patrols, a notification will confirm Nightmare Tempest Mephis' appearance, allowing you to engage the boss at the location shown in the image above.
