To start your fishing journey, chat with Kanya at the Forest Base Camp in the Scarlet Forest (accessible in Chapter 1). She's by the pond, and talking to her unlocks the fishing rod, the Common Wood Minnow lure, and the "Fishing: Life, in Microcosm" sidequest. This quest is the first of many, eventually granting access to bait for catching the rarest fish.
