When you approach Wakasa, she'll invite Naoe to her home for a private discussion. Upon entering, you'll notice a kasa (straw hat) from the prologue hanging on her wall, confirming your suspicion. After some dialogue, you can swiftly end the mission by taking Wakasa's Teppo from the wall and shooting her point-blank.
What If You Confront Otama in Assassin’s Creed Shadows?
If you mistakenly choose to confront Otama after the tea ceremony, you'll still be able to kill Wakasa eventually, but the path will be much more complicated. Confronting Otama leads to a chase and her eventual death, but you'll discover a letter revealing her corruption. Meanwhile, Wakasa will have time to fortify her position in Osaka castle. To reach her, you'll need to either fight through her soldiers or attempt a stealthy approach. Even if you manage to sneak up on Wakasa, you'll likely face a one-on-one battle, which, while not overly difficult, adds unnecessary complexity to the mission.
